i'd say that the "temporary" is about recognizing the development of states even among people who don't want them, so making things ad-hoc (doesn't *preclude* but) dissuades from state development. expecting things to be short term *can* mean that relations stay too fluid for serious power to get entrenched.
are you more compelled by the tyranny of structurelessness or the anarchist's response to it?
