When it's about spreading radical content that is potentially incriminating, I don't see why some people are sticking to print, as in many countries you can't receive anything personally without have your name exposed to authorities.

How's that so easy for authorities for identifying a PDF downloaded on Tor? Not nearly as much.

So basically of course you can use impersonal addresses or PO Boxes, which means reliance on groups and nonprofits. If you're lucky you may find some leftover mailboxes of unoccupied buildings, but by country's postal service got a systematic policy to erase these addresses after a while so they become useless. PS in other countries could be sloppier so that'd be the safest bet for anyone seeking to not rely on dodgy, unreliable groups.
