I think what they are saying is that Anarchists should think about being initially oriented toward occupying habitats ( as opposed to urban activism, building organizations, etc.). That’s a lot more than aiming toward a rural lifestyle. It’s more about claiming and creating anarchic territory through long term occupation of a loosely defined area (that over time becomes their habitat.). Thus the idea of what they called “permanent subsistence zones”. So in the family of ZAD, Chiapas, Rojava, etc.
