"Stay home as opposed to what? No in-person schooling, almost no workplaces open..."

Very brilliant point!

So basically in-person classes and workplaces can stay open, but there's no one to attend since they'd be stuck at home.

To clear up confusion, neither me or that Freedom News article form a year back was talking about staying home for the infected. But staying home as a general socio-sanitary measure to prevent the spread of Covid, regardless of who's got it.

Not only this is totalitarian, at least when not clearly defined temporally (a two-weeks quarantine would be enough to eradicate the virus for a while; but this is counter-productive, as isolation for a long time means the lowering of the immune system and therefore more likelihood to not only catch it, but more importantly die from it, or have aggravating conditions.
